What are The Watchers (or Holy Ones)?
Heaven’s Sentinels and Messengers of Decree
“This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.” — Daniel 4:17
A biblically based theological definition of “The Watchers” (often referred to synonymously as the “Holy Ones”) is that they are a specific class of powerful, created angelic beings who serve as heavenly sentinels. Their primary function is to observe the affairs of humanity, participate in the heavenly council, and deliver or execute the sovereign decrees of God concerning earthly kingdoms and rulers. Operating under the absolute authority of God, the Watchers demonstrate that heaven is intimately aware of and actively involved in the unfolding of human history.
Continuing Our Journey Through the Spirit World
In our ongoing discipleship series exploring the unseen spiritual realm, we have ascended to the heavenly throne to observe the magnificent worship of the Seraphim and Cherubim, and we have studied the specific roles of Warrior, Messenger, Guardian, and Ministering Angels. We have established that the spirit world is highly organized and completely subservient to the sovereignty of God.
As you read through the prophetic books of the Old Testament—particularly the Book of Daniel—you will encounter a unique and somewhat mysterious designation of angelic beings: The Watchers. For a growing Christian disciple, understanding who these beings are provides a profound glimpse into how God manages the affairs of the universe and executes His divine justice.
The Nature and Biblical Concept of the Watchers
The term “Watcher” translates from the Aramaic word ‘iyr, which carries the meaning of waking, wakefulness, or one who is awake. This implies a state of constant vigilance. Unlike humans who require sleep, these celestial beings are perpetually awake, keeping a watchful eye on the earth and the conduct of humanity.
They are also referred to as “Holy Ones,” indicating their complete moral purity, their separation from sin, and their perfect alignment with the holy nature of God. It is important to note that while apocryphal and extrabiblical literature (such as the Book of Enoch) heavily features “Watchers” (often describing fallen ones), orthodox Christian theology derives its understanding strictly from the canonical Scriptures, specifically focusing on the holy angels who remain faithful to God’s command.
Key Theological Traits of the Watchers
- Perpetual Vigilance: They do not sleep; they are constantly observing the actions, decisions, and moral states of human individuals and nations.
- Council Participants: They appear to operate in a collective or council-like manner (“the decree of the watchers”), reflecting God’s choice to include His heavenly host in the administration of His will.
- Executors of Divine Justice: They do not act on their own authority but announce and enforce the judgments handed down by the Most High God.
History and Key Encounters in the Bible
The most explicit and detailed biblical encounter with the Watchers occurs in the Book of Daniel, during the reign of the Babylonian King Nebuchadnezzar.
King Nebuchadnezzar’s Vision
In Daniel 4, King Nebuchadnezzar receives a terrifying dream of a massive, fruitful tree that reaches to heaven, providing food and shelter for all creation. Suddenly, the vision shifts from the earthly tree to a heavenly visitor.
Nebuchadnezzar recounts, “I saw in the visions of my head upon my bed, and, behold, a watcher and an holy one came down from heaven” (Daniel 4:13). This Watcher commands that the tree be chopped down, its branches cut off, and its fruit scattered, leaving only a stump bound with iron and brass .
The Delivery of the Decree
The Watcher then reveals that this tree represents Nebuchadnezzar himself. Because of the king’s immense pride and failure to acknowledge God as the true source of his power, he is sentenced to lose his sanity and live among the wild animals for seven years.
The Watcher explicitly states the purpose of this judgment: “This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men…” (Daniel 4:17). The Watchers announced the decree so that all of humanity would recognize God’s supreme sovereignty over all earthly rulers.
The Fulfillment of the Decree
At the end of twelve months, as Nebuchadnezzar boasted about his own majesty and power in building Babylon, the decree of the Watchers was instantly enforced. A voice from heaven fell, and the king was driven from men until his seven years of appointed discipline were completed, after which his sanity was restored and he praised the Most High God .
The Importance of Knowing This for a Growing Disciple
Understanding the role of the Watchers is not just a fascinating study in angelology; it has profound, practical implications for your spiritual growth and your worldview:
- It Magnifies God’s Sovereignty: The Watchers remind us that human politicians, kings, and rulers are not the ultimate authorities. The Most High rules in the kingdom of men. When you see global turmoil, you can rest in the theology that heaven is watching and God remains in absolute control.
- It Encourages Holy Living: Knowing that God has designated holy, wakeful beings to observe the earth should foster a healthy reverence and fear of the Lord. Our actions, both public and private, are seen by heaven. This encourages believers to pursue sanctification and integrity.
- It Cultivates Humility: The primary sin that the Watchers addressed in Nebuchadnezzar was pride. A growing disciple must learn that all gifts, talents, and successes are granted by God’s grace. Pride invites heavenly discipline, while humility invites God’s grace.
Next Steps for Your Discipleship Journey
To practically apply this theological knowledge and continue growing in your faith, consider taking the following steps this week using your S.T.E.P.S. resources:
- Review Your THEOLOGY Assessment: Revisit the section on “God’s Nature and Character.” Meditate on God’s sovereignty, omniscience, and justice. Acknowledge that His use of the Watchers highlights His ultimate authority over human history (Daniel 4:34-35) .
- Deepen Your PRACTICE of Humility: Evaluate your own heart for areas of pride, similar to Nebuchadnezzar’s boasting. Use your prayer time this week to intentionally attribute your successes, provisions, and talents to God’s grace, thanking Him for His rule in your life .
- Engage with the “SHAPE” Section: Review the lessons on “Holiness” and “Plans.” Remember that just as the Watchers observe the earth, God is actively working out His specific plans for your life. Commit to living a holy life, set apart for His purposes, knowing that heaven takes joy in your obedience .
